Our Story

Palo Seco Agricultural Enterprises Limited (PSAEL) was born out of the predecessor Company – Palo Seco Estates Limited and incorporated on October 11, 1956 as a wholly owned subsidiary of Trinidad Petroleum Development Company (TPD), and therefore has been in operation for over sixty-six (66) years. The Company had various name changes over the period as the name was changed on November 16, 1977 to Trinidad-Tesoro Agricultural Company Limited and again on January 8, 1986 to its current operating name.

The Transition To PSAEL

The Company was transferred from Tesoro to the Trinidad and Tobago Petroleum Company Limited (TRINTOPEC) and in 1985 under TRINTOPEC, the Company was renamed to Palo Seco Agricultural Enterprises Limited (PSAEL).

In 1993 with the merger and vesting of the oil related assets of the Trinidad and Tobago Oil Company Limited (TRINTOC) and TRINTOPEC into the Petroleum Company of Trinidad and Tobago Limited (PETROTRIN) pursuant to the PETROTRIN Vesting Act No. 27 of 1993, PSAEL’s core function became the provision of estate maintenance and estate management services to PETROTRIN, in addition to its on-going Agri-Business activities.

In January 1996 PSAEL was restructured. Staff from PETROTRIN was seconded to PSAEL to manage PETROTRIN’s residual assets. In June 2000, PSAEL formalized a Management Contract with TRINTOC, TRINTOPEC and PETROTRIN, for the provision of estate maintenance and estate management services, for an agreed management fee.

As a result of a change in its mandate, in 2004, PSAEL ceased its agricultural activities, which included products such as pasteurized milk, cocoa, citrus and other short term crops and focused mainly on project management services to both the Government and PETROTRIN.

Realigning our business operations

In 2006 the Company was incorporated as a Special Purpose State Enterprise and aligned under the Ministry of Works and Infrastructure.  PSAEL, like other State Enterprises, was incorporated as part of the Government’s initiatives to accelerate the delivery of the infrastructure required to advance the Country’s social and economic development, towards the achievement of the 2020 developed Country status.  One of the core functions of PSAEL was the provision of services such as procurement, designs, project execution to completion for Ministries and State agencies lacking the institutional capacity to manage projects.  In addition to this, PSAEL continued to provide estate surveillance and estate management services to PETROTRIN, TRINTOC and TRINTOPEC. 

Between 2007 and 2008, the Company was realigned under the Ministry of Local Government, with responsibility for providing infrastructural development in communities across the South western peninsula of Trinidad, while continuing to provide services to PETROTRIN and its predecessor companies.

In September 2013 as a result of the Government’s decision to restructure Line Ministries, PSAEL was again realigned, with a direct reporting relationship to the Ministry of Works and Infrastructure. This relationship continued until September 10, 2015.  Thereafter, PSAEL was directed to report to the Ministry of Rural Development and Local Government. 

Effective September 19, 2017, PSAEL was reassigned to the Ministry of Agriculture, Land and Fisheries with a new mandate of “leasing lands for agricultural purposes and maintaining its current arrangement with PETROTRIN and other entities.” To date PSAEL still functions under this Ministry. Our current thrust is towards expanding our land and project management portfolio and ancillary services to various Companies with a vision to become the Country’s premier land management services provider.

Chairman

Mr. Danny Maharaj is an experienced Executive Management specialist with over twenty-five years of service in both the public and private sector. Over the course of his distinguished career, Mr. Maharaj has successfully transformed Private organizations and State Enterprises to performance driven, results oriented operations.

Equipped with a Bachelor of Science in Management Studies from the University of the West Indies and expounded upon by a Masters of Business Administration in Leadership, Entrepreneurship and Innovation from Anglia Ruskin University, Mr. Maharaj is able to successfully navigate the intricacies of Corporate Governance best practice with critical reasoning and holistic decision making.

Mr. Maharaj’s experience transcends corporate settings and extends to Performance monitoring, Policy making and National service having served not only as a member of the Public Accounts Committee reporting to the House of Representatives but also as a Government Senator.

Shanty Boodram Deputy Chairman

Mrs. Shanty Boodram is a stalwart in the Local Government landscape of Trinidad and Tobago, having given over fifteen years of dedicated, committed and effective service in her capacity as Vice Chairman and Councillor for the Penal Electoral District in the Penal Debe Regional Corporation. Having obtained certification in Advocacy for the Civil Society from the University of the West Indies and Protocol and Etiquette training from the Trinidad and Tobago Local Government Authority, Mrs. Boodram is able to able to effectively engage stakeholders and coordinate results driven solutions to entire regions. Mrs. Boodram’s expertise extends beyond representation, encompassing policy formulation, monitoring, and implementation across key areas of public service.

Ambereesh Ram Director

Ambereesh Ram is a multidisciplinary professional with a strong foundation in public policy, agriculture, and environmental stewardship. Mr. Ram holds a BA (Hons) in Business Management from the University of Sunderland (UK), which has equipped him with solid analytical, managerial, and strategic skills. With over 10 years of experience as a Parliamentary Researcher, Ambereesh has developed deep insight into legislative processes, policy analysis, parliamentary procedures and evidence-based decision-making. Alongside his policy background, Ambereesh brings a strong agricultural foundation, having been an active farmer for over 15 years with practical and in depth knowledge of sustainable farming practices, land and crop management and marketing of produce. Ambereesh Ram combines policy expertise, practical agricultural experience, and environmental advocacy, making him a well-rounded professional with a strong sense of purpose and impact.

Neil Ramsingh Director

Neil Ramsingh is an accomplished finance and business professional with extensive experience in taxation, accounting, and strategic management. Currently serving as an accountant and a licensed Financial Advisor he brings over a decade of expertise in financial compliance, public engagement, and private sector advisory. Throughout his career, he has contributed to the strategic growth and operational resilience of the organizations he has served. Neil is known for his analytical acumen, leadership, and ability to navigate complex regulatory environments. With a background in education and corporate governance, Neil is committed to driving efficiency, transparency, and sustainable growth at PSAEL, contributing to national development through sound financial strategy and leadership.
